Tall Building Study

Urban Initiatives was commissioned by the City of Westminster to develop a comprehensive tall buildings policy, identifying locations where tall buildings could enhance rather than disrupt the borough’s unique skyline. Home to some of London’s most iconic landmarks—including the Houses of Parliament, Buckingham Palace, and Westminster Abbey—alongside vibrant commercial and cultural hubs like Oxford Street and Covent Garden, Westminster plays a central role in the city’s identity.

Urban Initiatives carefully assessed the borough’s heritage assets, to understand locations where greater building height could help to deliver the demand for new office space, hotels and housing whilst avoiding unacceptable impacts. This involved detailed spatial analysis, impact assessment of key views, and the creation of clear policy guidance to shape the City Plan’s approach to tall buildings. Additionally, the team supported Westminster City Council through the Local Plan examination and helped shape site allocation guidance to ensure new developments contribute positively to the city’s future.

Urban Initiatives’ analysis and policy recommendations have helped Westminster establish a clear and defensible tall buildings policy, ensuring that future development enhances rather than compromises the city’s character. By identifying appropriate locations for growth and mitigating potential impacts on sensitive areas, Urban Initiatives supported the borough in shaping a more sustainable, vibrant, and well-managed urban environment for residents, businesses, and visitors alike.
