Masterplan and area action plan

Urban Initiatives was appointed to prepare an Area Action Plan and masterplan for the Aylesbury Estate, a large housing estate of 2,500 homes in south London. The challenge was to enable the delivery of the comprehensive regeneration of the estate whilst bringing the community on the journey and ensuring the highest quality of design and sustainability.

This high-profile estate had been masterplanned several times before but, little change had actually taken place. As a result, the team had to overcome significant consultation fatigue. This was achieved through a number of innovative techniques including the establishment of a Neighbourhood Team, the playing of a neighbourhood game, taking residents on ‘study tours’ and arts competitions.

The masterplan doubled densities across the site and proposals were enshrined in an AAP. This was judged as ‘exemplary’ by the inspector through examination and was adopted unanimously by Southwark Council Assembly in 2009.

The plan includes a number of innovations meaning that it is often used as an exemplar by government. This includes its function as a ‘Neighbourhood Plan’ and its use of an Infrastructure Tariff very similar to the Community Infrastructure Levy.

The London Borough of Southwark have delivered the early phases of redevelopment, including 900 homes and community facilities at the southern end of the estate overlooking Burgess Park. Developer partners are on board to deliver subsequent phases.
